The tight fit of the sock onto the puppeteers hand allows for much subtle expression in the puppet character's face. Not many other types of puppet can as easily solicit an audience response with just a simple pantomime gesture.
In addition to this expressiveness, is the often simple style of decoration needed for a successful character. Often a simple pair of eyes, and the sock's toe stuffed in the palm is all that is needed for the most articulate sock puppet.
There's nothing like getting your hands in socks.
